When there are many sensitive receptor locations in a project area, the probability of health complaints increases." This last sentence brings up a huge point. Hello!! The Mountain House community is a 20-year master plan. About 20%(?) of that plan is complete. To only analyze impact based on who is there at the time is rediculous unless they plan to "move" or "tear down" the plant after all 10,000 or so houses are built.
